Add bbs.qwk_download(), bbs.qwk_upload(), bbs.get_archive_formats()
Move the QWK menu's Download and Upload commands into sbbs_t member
functions exposed to JavaScript, and the settings screen's archive-type
list into user_archive_formats(), in preparation for making the QWK menu a loadable JavaScript module (#1242).
qwk_download() snapshots the message scan pointers before packing and
restores them on every outcome except a successful transfer, and deletes
the packet after every attempt. This fixes two bugs:
- When the estimated transfer time exceeded the user's time left, the
menu exited with the pointers already advanced by packing, so the
packed messages were never offered again.
- After a failed or aborted transfer, the packet was left in the temp
directory and resent by the next Download without repacking, so the
pointers were not advanced and the same messages were downloaded again
next session.
