    Make the QWK menu a loadable JavaScript module (qwk_sec.js)

    Replace the built-in QWK message packet menu with exec/qwk_sec.js, run as
    the new "QWK Section" loadable module (SCFG->System->Loadable Modules,
    main.ini [module] qwksec, default "qwk_sec"). The menu keys, prompts,
    and settings screen are unchanged. Packet transfer stays in C++ via bbs.qwk_download() and bbs.qwk_upload().

    With the menu in JavaScript, its prompts and command keys can be
    localized there, which is the intended fix for #1242.

    If the module can't be run, the user sees an error message instead of the
    menu.
