    qwk_sec.js: strict mode, and match the old C++ menu's text handling

    - Move "use strict" to the top of the file, where it takes effect (#1263)
    - Upper-case only an ASCII first letter of the Quit text for the quit key,
    like C toupper() does (and as the C++ protocol prompts still do), so a
    translation starting with a non-ASCII letter gets the same quit key in
    both places
    - Expand @-codes in a QWK settings text string that has no % specifiers,
    as the C++ bprintf() did when printing such a string

    qwk_sec.js: take the QWK menu command keys from translatable text

    The QWK menu's Download, Upload, Configure, Select, Pointers, and Quit
    keys now come from console.*_key (the first letters of the translatable command-word text strings) instead of hard-coded English letters.

    When two keys collide (e.g. a translation's Quit and Download both
    start with the same letter), an error naming the strings and the user's language is logged for the sysop. The first command in the order
    Download, Upload, Configure, Select, Pointers keeps the key; Quit falls
    back to 'Q'. (#1242)
